About
The Self-Appraisal System of Bijni College evaluates teaching and non-teaching staff performance based on guidelines from the University Grants Commission and Directorate of Higher Education Assam.
Framework for Teaching Staff
Bijni College uses the Performance Based Appraisal System (PBAS), which calculates scores using Academic Performance Indicators (API). The evaluation is divided into key categories:
• Category I: Teaching, Learning, and Evaluation Activities
            • Lectures, practicals, tutorials, and contact hours delivered.
            • Adherence to minimum workload norms, typically expecting 80% or higher-class    completion.
            • Innovation in teaching methodologies, syllabus enrichment, and result analysis.
• Category II:Co-Curricular, Extension, and Professional Development
            • Student counselling, club activities, and field-based/cultural events.
            • Participation in orientation courses, refresher courses, and faculty development programs (FDPs).
            • Institutional and departmental administrative responsibilities.
• Category III: Research, Publications, and Academic Contributions
            • Research papers published in UGC Journal Quality Index, Scopus & Web of Science            journals.
            • Books authored, chapters/article published, and research projects.
            • Research guidance, seminar, conference and intellectual talk presentations.
Process and Workflow
1. Self-Assessment: Faculty members fill out standardized annual self-appraisal proformas in Google Form detailing their academic, administrative, and research outputs for the completed academic year.
2. Review & Verification:The filled forms are submitted through the Nodal Officer, Performance Based Appraisal System, Bijni College to the Self Appraisal Evaluation Committee. The Committee validates the claimed API scores against physical or digital records.
3. Validation for Promotion: A Screening-cum-Verification Committee or Selection Committee finally validates the claimed API scores against physical or digital records.
Significance
• Promotions under the Career Advancement Scheme (CAS).
• Accreditation Documentation required by (National Assessment and Accreditation Council (NAAC) to showcase institutional quality.
Core Framework for Office Staff
The non-teaching framework focuses heavily on administrative efficiency, statutory compliance, technical skill deployment, and behavioural metrics.
Metrics:
• Employee Information: Full Name, Designation, Department/Section, Date of Joining, and Current Pay Matrix Level.
• Highest Technical/Academic Upgradations: Any job training, diplomas, degrees, or certifications completed during the review period.
• Core Job Responsibilities: A brief list of regular, officially assigned administrative portfolios like, student admission, billing, exam cell operation, establishment records etc.
Significance
• Operational Accountability & Efficiency: Office staff (including administrative clerks, section officers, and accountants) handle critical day-to-day functions like admissions, fee collection, examinations, and statutory compliance. Self-appraisals allow them to measure their own timeliness, error rates, and task completion against institutional standards.
• Bridging the Communication Gap: A self-assessment creates a structured platform for administrative employees to voice workplace challenges, resource bottlenecks, or technological hurdles directly to the of Department (HoD) and Principal.
• Skill Identification & E-Governance Adaptation: Bijni College increasingly rely on digital portals, ERP systems, and e-governance. Self-appraisals help identify gaps in IT proficiency, prompting targeted training in software, data management, and soft skills.
• Basis for Promotions and Increments: Inputs from staff self-appraisals, when reviewed alongside feedback from the Registrar and Principal, form the documented baseline for annual increments, confirmations, and promotions under college or state service rules.
• NAAC and Accreditation Compliance: For quality assurance bodies like the National Assessment and Accreditation Council (NAAC), maintaining a systematic, transparent appraisal process for non-teaching staff is a key metric for institutional performance and administrative health.
